New York moves to ban spinners

New York state is considering legislation to ban the use of “spinner” wheels and hubcaps. S.B. 1640 was reintroduced in the New York State Legislature by State Senator John Sabini. The law would subject vehicle owners to fines of up to $750 for a third or subsequent violation. The bill has been referred to the Senate Transportation Committee.

The SEMA Action Network is calling on citizens to pressure lawmakers to reject the bill. The car customization advocacy group says:

  • S.B. 1640 ignores the fact that custom wheels are not prohibited by Federal law and should not be restricted in New York.
  • S.B. 1640 ignores the fact that the Federal government rescinded the entire hub cap standard in 1996 when it was concluded that there was no safety problem relating to hub caps and that the standard was overly design-restrictive.
  • S.B. 1640 ignores the fact that manufacturers are required to notify the federal government of a safety problem or defect related to motor vehicle equipment within five days of becoming aware of such issue.
  • S.B. 1640 ignores the fact that spinner hubcaps have no proven detrimental effect on motor vehicle safety.

Just another law to piss kids off. I don’t get it, they want kids to stay in school and away from drugs. So you find something you think is fun, customizing your car, yet their always passing laws to prohibiting what your allowed to do. Its just ridiculous IMO. As far as the trash can mufflers they annoy me too, but no where near as much as a pos Harley Davidson with its loud ass exhaust.

Strike this bill if they can’t come up with a reason to ban spinners other than that they’re annoying. Old lady drivers are annoying, but I have to put up with them too.

anyboby ever drove through an intersection on a motorcycle and took evasive manuvers because you saw spinning rims at the light, it seriously (only the first time) is distracting. not to mention lame. but i dont know about banning them though, that seems extreme, but its nyc the east coast equivilant of san francisco`s insane liberal movement that wants total controll over every single aspect of your lives.

Well, they are dangerous is one good reason to ban them. I was buying snow tires a couple of months ago and a couple of guys came in looking for some spinners, the clerk said they no longer carried them as the owner of the store had been sued because some parents were not watching their kid who was playing with the wheel they had on display and broke 3 of his fingers. I kind of chuckled because the onwer got sued by parents who were not watching their own kid but they are heavy you get em spinning and try to stop them the wrong way I’ll bet you could hurt yourself. You know how things are in this country….whenever Darwin finds a way to thin the herd law makers find a way to stop it.

I don’t have spinners, and I have never actually liked them, but it just pisses me off every time some people get together to ban something because they have a problem with it. Whats illegal about after market equipment? Just want to know, not trying to be a d!ck. I have seen a lot of vehicles with spinners and have never mistaken one for moving when it wasn’t. Maybe I’m just that much better at driving, and pay more attention than some others out there, that being said, we need to revoke their licenses for being ****ty drivers.

If anyone feels they could take me I live in the Dallas area. lol Trust me I’m not concerned with idle threats. And it was more or less a joke, I have a system in my car, but I don’t normally turn it up to where it would be considered obnoxious to other people. And if you were a better more alert driver you would notice right away the vehicle isn’t moving. I lived near Detroit for over 23 years and in the Dallas area now for going on two years, have never had an issue with someone rolling on spinners. Stupid law thats again targeting the younger crowd, just like neon lights, window tint etc.

The issue is that the heavy spinning sections can keep moving for 5-10 minutes after someone parks. So there have been a few incidents of young kids going up and sticking their hands in and getting hurt. I’ve seen some brands that have added a saftey mesh to keep fingers out of the danger zone.
I’m against the ban as I’m always up for a good laugh.

I’m not for the ban, but I have heard of people getting into accidents because they were looking at the wheels spinning when the car was stopped, and drivers think that the other car is still moving, so they don’t hit the brakes on their own car. Basically, spinners can create an illusion of motion.

I live in the ghetto and i see them all the time, not once have I gotten scared and yelled oh **** that cars wheels look like they could be moving i better hide for cover. If you honestly have that little depth perception to not be able to tell whether a car is moving or not, you shouldn’t be on or near a road. Personally i think spinners are a waste of money but they don’t pose any legitimate threat warranting any sort of ‘ban.’ Cell phone ban, good idea, spinner ban, retarded idea.

Lambo, there have been a TON of legitimate reasons for banning them stated on this forum so far. Just read them. Mainly, they make the car appear to be still moving. It doesn’t come down to being a good driver. It comes down to your peripheral vision. If a car is sitting at a side street that i’m about to cross and I’m focused on what’s coming up ahead, but suddenly I see out of the corner of my eye SPINNING phookin’ chrome wheels, I’ll probably react. That reaction could cause an accident.

It’s a safety issue.

Wow. So, I see two things bad about spinners:
1) They’re a distraction. But then again, so are yellow cars, the radio in your car, etc. Deal with it.
2) They add unsprung weight to the car, hence increasing stopping distances. But if they really wanted to address that, they could legislate a maximum wheel/tire combo weight, instead of just targeting spinners.

It’s essentially illegal for me to drive down to the supermaket and drive back home, or go out to dinner and drive back home, or even go hiking in Malibu and then drive back home. Z06ified - I sympathize with you. I grew up in the Syracuse area. Besides there not being any jobs, the laws up there are getting ridiculous. I heard they just passed a new one that charges an additional $200+ a year on your license if you have a certain amount of points. And that is coming from the DMV! NY is in the running for most liberal-commie state in the union. They could already have that title. Wait until Spitzer starts getting his fingers into everything. They’ve banned smoking. They’ve banned guns for the most part. It’s virtually impossible to buy a keg. The taxes are astronomical.

different than the actual speed of the vehicle. While the design and use of devices known, as “spinners” is benign, the use of these devices on public roads can cause accidents resulting in serious injury or death.
The sole purpose and design of spinners are to provide the illusion of movement of the vehicle’s wheels and to thereby deceive persons into believing the vehicle is moving at a rate of speed greater than the actual speed of the vehicle, including when the vehicle is stopped. Unfortunately, this otherwise innocent deception can result in other motorists misjudging the rate of speed of the vehicle equipped with “spinners”, and can result in the other motorist taking actions based on the perceived but misleading speed of the other vehicle.

I feel like my freedoms to exercise poor taste are being infringed upon. Ya, sure I don’t care for them but that’s my own personal aesthetics and I’m not going to mandate everyone to follow that, that would be facist after all. Road hazard? If you end up in a wreck due to the fact that you saw something spinning but not actually look at the actual car itself and it’s mass (which is a lot larger than the rims) and couldn’t figure out if it was moving or not, is a sign you more than likely should either a. pay more attention to how your driving and the road and the cars around you or b. should consider not driving in conditions where you are overwhelmed by stimuli to the point where you believe stationary objects are moving (which may include not driving). However, if we do ban spinners, I think we’d have to ban chrome, since it’s shiny and distracting. We should also ban clear coat, flake, and any other sorts of paint jobs that have certain amounts of specularity that can cause a reflection or glint. Place it all together in one massive piece of legislation and see if it passes. I think not. It’s ridiculous and obsurd to ban them even though I hate them.

I saw a spinner flied off from the wheel on the freeway…and seeing the cars infront me trying to avoid it..Geezzz…imagine if it’s a rainy day…an accident is unavoidable!!! Beside…the spinner is ugly and annoying to the eyes…LOL

Ricardo…give me a brake…as well as to yourself… those spinners are aftermarket craps….I don’t know how often the car’s hood will fly off on the Freeway, but if it happened a lot, there should have a lot of recalls…and if the spinners flied off on the freeway…I don’t think anying will be done. But if something as simple as the rims spinning while the vehicle is parked fools you, you have no business driving on the road, your unsafe! Fact is, I’ve never seen a spinner fly off Elvio, but I did see that hood fly, and I’ve seen a lawn chair fly, as well as a rusty muffler. I didn’t go ape**** and demand that hoods, lawn chairs, and mufflers get banned as if my experience with those events somehow portrayed the norm. Spinners are gay and I’d love to see them go away, but not if it means regulation and letting some jackoff politicians think they should have more control over people’s lives under the guise of public safety. Anyone who advocates this BS has no moral or ethical claim to any sort of freedom. Legal certainly, but not moral or ethical, as they would casually deny others their rights.

Elvio, your standard of “ethics” seems to require that everyone be regulated according to your desires or fears. I’m not picking on you because you’re not alone - witness the “no smoking in any bar or restaurant” legal craze. I’m a non-smoker and hate smoke, but I also don’t believe in frocing a facility owner that one voluntarily attends to enforce a tyranny of a majority. Like with smoking, few people think spinners are cool, but those who do have rights also. Hell Elvio, if you want to ban something in the interest of public safety, you should advocate banning automobiles altogether because 30,000 people die in car accidents each year. While you’re at it you should advocate banning vending machines because on average 15 people per year die while trying to tip a freebie (to save $1) out of a vending machine, which then falls on them and kills them. That vending machine statistic is probably 15 times worse than any casualty rate you can find for spinners.

Wow. The State of NY has no bigger issues to tackle than the ban of spinner wheels. Those who are saying “yeah, ban them. I hate them” are missing the point here. Let’s ban lowering springs, aftermarket exhaust, forced air induction, and those distracting metallic pearl-effect paint jobs too. Where does it end? I would never buy spinner wheels. But it’s also not up to me to decide that you can’t buy them either. To those saying the “government is protecting us”, you can’t legislate against all stupidity. Using this logic we shouldn’t even be able to drive cars. Wake the hell up and take some credit for your own actions. Enjoy what freedoms we have left.

That last comment wasn’t really needed.
This law to me doesn’t make any sense. If people can’t distinguish the difference between a moving car and spinning rims, then they shouldn’t really be driving in the first place. I hate spinning rims, but this law is probably the worst thing I ever heard of. Sometimes I’m glad to live in Canada. We do have stupid laws, but nothing this extreem I think. Unless I can be proven wrong.

Here are some rather stupid canadian laws…..

Section 331 of the Canadian Criminal Code states that it is illegal to send a telegram or letter threatening a bird.

Balloon animals are not permitted in public in Victoria BC.

It is illegal to kill a sick person by frightening them.
Just a few I found kind of quick.

The fact of the matter is, no matter how you feel about spinners and how they look. This law isnt needed. And takes away from you freedom to have things the way you want it. If someone has spinners…so what. If you really think its a BIG deal, you have some issues. Like deantj said, this is one more law that would litter the lawbooks.

Elvio, I understand what you’re saying. But the point is that spinners haven’t been proven dangerous. The government’s argument is that cars with spinners appear to be moving when they’re not. I think that’s the dumbest thing I’ve ever heard, next time you see a car with spinners you’ll know what I mean. Often times they’re spinning backwards or inconsistently, but that’s beyond the point. As for them falling off, that’s an error of the manufactorer or whoever installed them. It IS required by law t
