They did make the EV1 because of new laws that were created in California back in the 90s. Even Ford was working on their plugin Ranger. The reason the green car projects were killed back then was because the auto companies lobbied enough to get the law killed that forced them to make these electric cars. Once the law was eliminated they killed off all the cars and projects. In hindsight it was a pretty bad move. If the law had withstood we would be much further along with these types of cars.
