Kansas cell phone ban would be strictest in U.S.

A cell phone ban proposed in Lawrence, KS would be the strictest in the country, according to the Lawrence Journal-World. The proposed Lawrence ordinance — up for discussion Monday by the Traffic Safety Commission — would ban the use of both hand-held cell phones and hands-free cell phone devices by motorists. “That would be a first in this country,� said Russ Rader, a spokesman for the Insurance Institute for Highway Safety. “If you pass a ban that just prohibits the hand-held devices, you’re sending a message that the hands-free devices are safe, and that is false,� said Paul Atchley, an associate professor of psychology at Kansas University and one of the leading researchers of cell phones and motorists.

All because some dumbass combing his hair, reading a magazine, trimming his beard, straightening his tie, drinking coffee, eating eggs benedict, changing the radio, watching a movie, playing with the nav system map, f’ing around with iDrive, changing the position of the seat, looking for a file in the briefcase behind the seat, talking on his phone using a hands free device happen to run over and kill a pedestrian. It is ALL the fault of the phone, no personal responsibility involved there…

This is not the first such regulation. The Norfolk Naval Station recently implemented one same as this (both hands-free and hand-held use banned) that became effective March 1.

It’s also been proven that load music with a fast tempo encourages more aggressive and risky driving behavior. We should certainly take action to limit the volume and beat of music playable in an automobile. Passengers are a leading source of distraction to drivers. Perhaps passengers should be restricted? Or perhaps they should be tested and licensed so that they don’t engage in behavior that might distract the driver. I’m in full agreement that driving while talking on a phone is dangerous, personally I never do it and on an emotional level don’t object to a ban such as this. But, do you see the slipper slope that it produces? Inch by inch your rights are eroded away and it happens so slowly that you simply don’t notice.

Which state will be the first to ban radios? How about noisy kids, or even a passenger in the FRONT seat? Come on, hands-free is dangerous? Another way to generate revenue I guess.

i notice a lot of police officers using mobile phones these days. in their cars and on the rare occasion you see them actually out and about on foot. how about cb radios? those sound like a real distraction too. truck drivers, police, taxi drivers, and other emergency services all use cb radios or mobile phones.

Crazy phone regulations. Will you soon be stopped while singing along with the radio or talking to a passenger on suspicion of using a cell phone? How about the use of TV by front seat passengers, reading books and newspapers while driving?
How about some personal responsibility for your actions? They should teach proper and responsible cell phone and radio use during high school drivers ED.
And don’t worry about California seceding from the Union; their welfare state would collapse if not for the federal funds being pumped in

but like you need to tell THEM that…

In the U.S. we crash when something takes our attention away. Be it radio, friends, kids, cell phone, idrive, the moon, that bugatti in front of you. Even if you take distractions away, we’ll just fall asleep. One in five crashes are caused from fatigue…40% of the time we do’nt know what hit us. What we need is FOCUS. Of course cells aren’t helping, but they keep us awake.

Mike #6. Experts studying distractions categorize them into 3 areas: (1) visual — e.g, taking your eyes off the road to look at something else(2) mechanical — e.g, taking your hand off the wheel to adjust the radio knob (3) cognitive — e.g., talking on a cell phone. Cognitive is the most dangerous distraction. Studies have shown that a person is 400% more likely to cause an accident if they are on the cell phone while driving. Don’t compare cell phones to other activities unless you have a study to back it up. You can google several studies on cell phone usage.

Experts also point out that it is more dangerous than talking to a passneger for two reasons: (1) passengers also serve as lookouts for traffic (2) passengers know to pause the conversation when a dangerous situation arises.

A Harvard Center for Risk Analysis study estimates that the use of cell phones by drivers may result in approximately 2,600 deaths, 330,000 injuries, and 1.5 million instances of property damage in America per year.

Some studies have also compared cell phone usage with driving drunk at the legal limit. The legal limit for intoxication is so low now that talking on the cell phone is more dangerous. This was even tested on an episode of MythBusters.

I have had the experience of being the only car waiting behind someone on the phone. When the light turned green they continued to talk and not go. Instead of hitting the horn I decided to time how long it would take for the person to realize the light was green. They never did. It turned red again.

I love the organizations who do statistical studies, you can prove anything is possible. The real proof is in what actually happens in pre-fatal accident. I say let’s install little ‘black boxes’ in everyone’s auto that records video inside and outside the vehicle. Then there’ll be no question what is the REAL cause. Until then, we can all speculate our idle time away with each other.
