Volkswagen should focus more on building cars that don’t require weekly visits to the service department.

They couldn’t accurately forecast the 2008 market so why do they even try 2018? It does make “current” sense to build cars here in the USA due to the dollar being down but you would have to be able to forecast financial markets better than auto sales to make that prediction in 2018.

2018 isn’t when they’re introducing the plant. They have a goal of selling 1,000,000 cars by the year 2018. That’s a pretty optimistic goal.
